Position Summary (Primary Function)

Identifies potential grants by researching, identifying, and responding to grant opportunities for the GSP Airport District. Prepares grant applications, secures grants of all types, and manages approved grants on behalf of the District. Proactively works with the GSP District staff to identify projects / initiatives that could be funded via grants. Manages the grant reporting process on behalf of the District ensuring compliance with regulations.

Responsibilities (Essential Functions)

• Conducts research to identify, apply for, administer, supervise, coordinate, and monitor federal, state, and local grants in accordance with applicable standards, regulations, and guidelines.

• Interacts with federal, state, and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, and accountability.

• Investigates, researches, and analyzes legislation relating to federal, state and local grant programs and ensures the District’s compliance.

• Obtains access to new legislation relating to current and future programs.

• Works in close conjunction with the District leadership to determine projects/initiatives which could be funded through grants.

• Prepares grant applications and proposals for submittal, including writing, reviewing, and editing grant applications and proposals.

• Coordinates and participates in meetings related to grant needs and applications.

• Prepares monthly reports on funded and non-funded project status.

• Maintains and verifies payment records, reviews invoices and records receipts.

• Coordinates with the applicable District staff to ensure timely completion grant requirements.

• Provides answers to inquiries, develops overview of grant status and provides timely updates as needed and per the established reporting cycle.

• Other duties as assigned.

Education

• Bachelor’s degree in either business administration or public administration or a related field; or the equivalent combination of education and/or relevant experience, required.

Experience

• At least seven (7) years of experience in grant administration with some experience in identifying grants, obtaining grants and the administration of grants.

• Experience managing multiple grant projects/initiatives simultaneously.

• Experience in initiating, developing, and installing administrative programs and procedures and measuring their effectiveness.

• Experience in developing, preparing, and delivering meaningful and informative standard and ad hoc financial and statistical reports.

Knowledge, Skills, and Abilities

• Knowledge of principles and practices of public administration and grants management.

• Knowledge of research techniques and the sources and availability of current grant information.

• Knowledge of basic accounting principles and procedures.

• Problem solving skills using a logical, systematic, and analytical approach.

• High level of proficiency in the use of a personal computer, including skills in Microsoft Office (Word, Excel, PowerPoint, SharePoint, etc.) and accounting and procurement systems.

• Proficiency with prioritization, organization, and verbal and written communications.

• Ability to manage multiple projects simultaneously.

• Ability to establish and maintain effective working relationships with coworkers, vendors, and the public.

• Maintain a high degree of professionalism when interacting with District staff, tenants, customers, and representatives of local, state, and federal agencies.

• Attentiveness to work within safety procedures in order to reduce potential risk of injury in work areas. 

• Listens and communicates openly, honestly, and respectfully with different audiences, promoting dialogue and building consensus.

• High degree of integrity with strong business acumen and sound judgement.

• Proven ability to express ideas clearly and concisely.

• Ability to learn and apply a broad knowledge of administrative procedures and office operations.

Licenses Required

• Valid Driver’s License.

Certifications Required

• Certified Grants Management Specialist (CGMS) is preferred.

Latitude/Independent Judgment/Accuracy

• Attention to detail and accuracy in work is imperative to improve efficiency, reduce and prevent errors, maintain compliance, and ensure fiduciary responsibility.

• Diligence must be exercised when handling confidential information.

• Reasonable care for equipment/processes to prevent injury/damage.

• Responsible for own work but must coordinate with others (tenants, the public, mutual aid partners, colleagues, etc.).

Working Conditions

• Typical office environment with frequent sitting, walking, standing, and occasional lifting.

• Must be able to operate a computer keyboard, telephone, and other standard office machinery.

• Must be able to drive to various locations on and off airport premises.

Other Requirements

• Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State and GSP Airport District requirements.
