The Position

CARLSBAD - THE COMMUNITY:
This nearly 40 square mile city is ideally situated in north San Diego County with an approximate population of 115,000. PUBLIC WORKS BRANCH:
The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad's excellent quality of life. The branch includes a variety of Departments including Administration, Environmental Management, General Services, Utilities, and Transportation. More than 180 full time staff support the branch which has an annual budget of $124 million, along with a total Capital Improvement Program appropriation of $98 million.

THE POSITION:
The Transportation and Drainage Engineering Division of the Transportation Department has an exciting opportunity for an Engineering Technician. As an engineering technician, the successful candidate will work on updating, validating and maintaining various public and private assets and infrastructure data in the city's Geographic Information System (GIS) database and ensuring the accuracy of this data.

The engineering technician will also assist engineering staff in the preparation of civil and public improvement plans and various technical maps and exhibits using computer-aided design (AutoCAD). The projects are a variety of civil, construction and maintenance projects, including public infrastructure, transportation, drainage, storm water quality and other public works projects. Facilities include, but are not limited to: roads, storm drain systems and other infrastructure systems.

IDEAL CANDIDATE
The ideal candidate for this position must be AutoCAD and GIS-proficient (ArcGIS), and preferably has a background in transportation engineering and storm drainage systems.

SALARY:
Engineering Technician I: $28.59 - $34.79 per hour


Key Responsibilities

  • Under direction, prepare, or assist in the preparation of maps, exhibits, specifications, plans, estimates and reports pertaining to the design, construction, maintenance and operation of a variety of engineering or utility projects.
  • Update and maintain GIS database of city assets and private assets contributing to the city transportation and drainage systems.
  • Use GIS technology to create, edit and print custom maps, plans and spreadsheets, update asset reports for transportation and drainage systems, communicate with other divisions and exchange information on assets collected.
  • Review and interpret data sources and use GIS technology to enter, edit and update GIS spatial data, including points, lines and polygons, and attribute data into databases or layers, following standard procedures.
  • Employ AutoCAD to prepare drawings, plans and technical specifications for city Capital Improvement Projects and/or maintenance, repair and operations projects related to the city infrastructure.
  • Collect, compile and analyze field and inspection data, prepare related summaries and reports based on results, communicate relevant findings to engineers, and develop and maintain files on previous and existing projects.
  • Respond to requests and concerns in a prompt and professional manner.
  • Support and communicate well with engineers, project managers and other staff throughout all stages of the design and construction process.

Qualifications

Requires a basic understanding of:

  • Knowledge/experience with Esri's ArcGIS for Desktop.
  • Knowledge of AutoCAD and digital drafting principles.
  • Ability to read and interpret maps, grading plans, improvement plans and other related technical documents.
  • Knowledge of federal, state, regional and local laws, codes and regulations affecting the areas of assigned responsibility.
  • Knowledge of basic methods and techniques of research, statistical analysis and report presentation.
  • Ability to organize, analyze, correlate and summarize data.
  • Ability to create specialized cartographic products from GIS databases for internal customers.
  • Basic knowledge and use of computer software including: Word, Excel, Access, work management, and document management.
  • Ability to extract/convert data from CAD files and drawings, and incorporate into GIS database using ArcGIS.
Computer Skills:
Microsoft Office Suite, Energov, Cartegraph, AutoCAD, Laserfiche and Esri's ArcGIS Desktop.

Experience & Education

Experience and education requirements are listed in the attached KSA matrix. Typical Minimum Education and Experience:

Knowledge and Abilities:

  • Must know how to use Esri ArcGIS software to enter, edit and output geographic information, and be familiar with the Windows operating system and file systems.
  • Knowledge and experience of AutoCAD and digital drafting principles
  • Be proficient in the use of standard hardware such as Windows workstations, scanners, digitizers, large format inkjet plotters, and office printers.
  • Know the methods and techniques of designing and creating basic cartographic products.
  • Be familiar with the geographic concepts of location, scale, resolution and generalization.
  • Must be able to apply knowledge of principles and practices of effective customer service.
  • Basic project management principles to facilitate own work in small group processes.

Engineering Technician I:

The equivalent of an associate's degree in engineering technology or a related field and minimal work experience; OR high school with relevant college courses in trigonometry, geometry, statistics, algebra, surveying, science and computer drafting and design, with significant related work experience.

PHYSICAL /MENTAL REQUIREMENTS AND WORKING ENVIRONMENT:
While performing the duties of this class, an employee is regularly required to sit; talk or hear, in person and by telephone; use hands to handle, feel or operate standard office equipment; and reach with hands and arms. Depending on the assignment the position may require moderate periods of standing and walking. Specific vision abilities required by this job include close vision and the ability to adjust focus to read and operate office equipment as necessary during the course of the work assignments. While performing the duties, employees of this class are regularly required to use written and oral communication skills; read and interpret financial and statistical data, information and documents; analyze and solve problems; use math and apply mathematical reasoning and abstract statistical concepts; observe and interpret people and situations; learn and apply new information or skills; perform highly detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact with staff, City Council members and others encountered in the course of work. The employee works under typical office conditions and the noise level is usually quiet. Depending on the assignment this position may require frequent exposure to the weather and the ability to conduct duties in areas of unstable footing. Employee may be required to attend meetings and travel within and outside city limits during normal work hours and periodically in the evenings and on weekends.
