The Opportunity:

Planning, Design and Construction is looking for a Project Portfolio Manager I to join their team!

This position provides direction and manages the performance, coordination, and oversight of their assigned project management portfolio/team to ensure the successful completion of deferred maintenance, capital construction, and renewal programs ranging from hundreds of thousands to millions of dollars in accordance with the schedule, program, and budget of the work and institutional strategy of the University of Central Florida. In addition, this role is the single point of contact for all campus clients within their project management portfolio. This role also leads the development of the design and construction project; manages its organization, scheduling, and implementation, and represents division leadership when needed.

Responsibilities:


  • Responsible for the overall program management for both capital and minor projects within the portfolio.

  • Responsible for the workload assignment amongst the team. Manages Project Portfolio Team who provides oversight of the design and construction process.

  • Establishes job standards, coaches and mentors team members, and effectively evaluates direct reports.

  • Ensures all projects within the portfolio are proactively managed with high-quality service, targeting on-time and on-budget delivery.

  • Acts as the single point of contact for all clients within the portfolio for design and construction needs. As a certified PMP, this position provides mentorship and guidance to all Project Managers.

  • Manages and coordinates all aspects of projects including overseeing contractors, architects, engineers, and other consultants, in compliance with all aspects of the Project Management Manual.

  • Understands and supports campus sustainability efforts related to new construction and renovation projects.

  • Provides technical direction and assistance to bring deficiencies in design or implementation to the contractors, architects, and engineers and monitors final resolution.

  • Understands details of the project scope of work and reviews construction documents for errors and omissions prior to bed and permit issuance.

  • Inspects and reviews projects to monitor compliance with contract documents, building and safety codes, and other regulations.


Minimum Qualifications:

Bachelor's or Master's degree and 4+ years of relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219.

Preferred Qualifications:


  • Demonstrated ability to manage major multi-million dollar construction and renovation programs with limited oversight.

  • Professional experience in planning, estimating, contract administration, and technical supervision of construction projects and management of major programs.

  • Experience with permitting, code compliance, and local, state, and federal regulatory requirements.

  • Technical writing skills sufficient enough to author contracts, specifications, reports, and general office, University, of divisional policies and procedures.

  • Ability to give and follow verbal and written instructions, and anticipate problems and act independently.

  • Ability to interface professionally with architects, engineers, contractors, faculty, staff, students, external authorities, and the community daily.

  • Ability to maintain confidential data related to the construction process and bid information of university buildings.

  • Ability to respond to emergencies in a timely manner.

  • Ability to make and/or recommend informed technical and managerial decisions.

  • Excellent interpersonal communication skills and strong organizational skills.

  • Working knowledge of complex and detailed technical contract language.

  • Problem-solving in a collaborative nature and maintaining composure in difficult encounters.

Special Instructions to the Applicants:

In addition to the minimum requirements, the incumbent must have a certification as a Project Management Professional from the Project Management Institute or obtain one within one year of the hire date.

Position requires a valid Class E driver's license. This position may involve driving to various locations on and off campus to conduct University business.
