Job Summary

The Contracts & Awards Specialist will be assigned short- and/or long-term coverage duties in support of the Office of Sponsored Research Contracts & Awards unit. The Contracts & Awards Specialist is responsible for the review and negotiation of moderately complex government and nonprofit sponsored research, training, and public service awards. This role administratively reviews moderately complex grant or contract proposals and awards, develops budgets, obtains/verifies necessary compliance approvals, submits proposals, negotiates terms and conditions of moderately complex research grant, contract and subcontract proposals and awards from various sponsors, and provides guidance and counsel on a wide variety of complex research administration matters to principal investigators, senior departmental administrators, while supporting senior Contract Officers with their portfolios and the Office of Sponsored Research (OSR) staff. In coordination with Research Services Coordinators, when applicable, the Contracts & Awards Specialist is responsible for ensuring that awards, proposals, and agreements are accurate and in compliance with University federal and sponsor regulations. The Contracts & Awards Specialist is charged with advising and consulting on contractual issues with the principal investigator, OSR Teams, and other campus stakeholders including Legal Affairs, Risk Management, Privacy, and Department managers. This position leads up negotiating the terms of awards with sponsoring agencies and collaborators to ensure compliance with campus policy, UC policy and federal and state regulations. The Contracts & Awards Specialist must be adept at navigating complex proposal and sponsor requirements and coming up with contractual solutions to facilitate award acceptance. The Contracts & Awards Specialist serves as the award matter expert for departmental staff, Principal Investigators, and the OSR teams. It is anticipated that the Contracts & Awards Specialist will meet the requisite requirements to submit proposals and sign and approve specified contract and award agreements in accordance with UC policies and procedures.

Please note: The compensation ranges listed online for roles not covered by a bargaining unit agreement are very wide, however, a job offer will typically fall in the range of 80% - 120% of the established mid-point. An offer will take into consideration the experience of the final candidate AND the current salary level of individuals working at UCSF in a similar role.

For roles covered by a bargaining unit agreement, there will be specific rules about where a new hire would be placed on the range.

Department Description

The Office of Sponsored Research is an advocate for all researchers at UCSF and provides them with comprehensive pre-award services. The OSR, a $14M operation, is comprised of eleven shared service teams, including 124 Proposal and Grants Specialist and Officers, Contract and Award Specialists and Officers, Associates, and Assistant Team Managers and Team Managers supporting 2000+ faculty, and is responsible for all pre-award grant activity for the campus.

Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training and/or a combination of education and experience that demonstrates the necessary level of analytical, problem-solving, initiative, judgment, decision-making, organizational and communications skills.
  • Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Ability to manage significant volume of transactions.
  • Skill in analyzing information and objectives to define problems, identify relevant issues or concerns, formulating alternatives to affect resolution, and selecting alternative problem resolutions having evaluated all implications for implementation of a given solution.
  • Must be able to comprehend and interpret complex language related to University policies, health care and privacy regulations, and medical education.
  • Ability to demonstrate requisite knowledge of contracts and agreements to be assigned signature authority on behalf of UC Regents upon demonstration of proficiency to the satisfaction of the Director and Assistant Director - Contracts/Awards. Criteria includes ability to apply contract law and legal terms, as well as University of California policy to a variety of contract types, timely negotiation of agreements, development of effective working relationships with a variety of stakeholders, and demonstrated ability to protect the University's interests.
  • Must be well organized with the ability to set priorities and meet deadlines.
  • Ability to use a variety of database applications and word processing and Microsoft Office software.
  • Ability to provide high quality customer service. Maintain professional communication with faculty, campus administrators and industry sponsor representatives by providing regular status updates. Responds to voicemails, emails, and other correspondence in a timely fashion.
  • Ability to be a team player. Willingness to take on special projects or additional duties as needed.
  • Ability to support change management objectives including ability to learn and process a variety of awards.
  • Proven ability to handle multiple projects and tasks simultaneously.
  • Ability to work independently under heavy pressure and to know when to ask questions.

Preferred Qualifications


  • Juris Doctor degree and experience as a practicing attorney negotiating contract terms, including intellectual property and indemnification.
  • Experience with the research process and understanding of research methodology.
  • Demonstrated experience negotiating contracts.
