Educational Associate 12 month - Nonpublic

The Educational Associate Nonpublic is responsible for implementing Baltimore City Public Schools' policies and procedures pertaining to students with disabilities in the nonpublic schools and residential programs.


Essential Functions



  • Chair all IEP team meetings in the nonpublic schools for students living in Baltimore City and Out of County placements.
  • Monitors the implementation of special education and related services of students on caseload.
  • Writes quality IEPs based on federal, state and the City Schools quality IEP standards.
  • Demonstrates knowledge of identifying and applying definitions to disabilities.
  • Provides professional development to nonpublic schools' staff to ensure rigorous instruction and increased student achievement.
  • Provides IEP process management for assigned caseload for students with disabilities including:

    • Requests necessary student information and develops students IEP folders as required by COMAR (13A.05.01 & .02) and City Schools' regulations for caseload.
    • Reviews and monitors assessments for compliance with COMAR (13A.05.01 &.02) and consults with appropriate discipline.
    • Reviews and prepares files of caseload for meetings as appropriate.
    • Inputs, monitors and maintains special education data for students on caseload.
    • Submits Third Party Billing information for case management.
    • Ensures that parents are informed of Procedural Safeguards for caseload.
    • Refer students who need a parent surrogate to the Office of Partners for Success.
    • Reviews information of all incoming students with disabilities including returned mail to ensure timely implementation of the student's IEP.
    • Submit documentation to Coordinator for caseload management.
    • Review and submit monthly attendance for all students on caseload to ensure adherence to compulsory attendance regulations.
    • Complete and submit applications for Individual Placement Request to MSDE for funding for all students on caseload.
    • Prepare and review Annual Program Cost Sheets for submission to MSDE for all students on caseload.
    • Prepare and review Nonpublic Tuition Assistance Program Applications for submission to MSDE for all students on caseload.
    • Liaison with outside agencies as required providing appropriate services and placements for students.

  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications



  • Master's Degree in education or closely related field. Degree in education, social work, psychology or related field. Degree must be from an accredited college or institution.
  • Valid Maryland State Department of Education (MSDE) Standard Professional Certificate and appropriate professional licensure. Non-Maryland applicants should possess equivalent teaching/professional certification or licensure.
  • Three years successful teaching, related services, clinical services, or related professional experience in K-12 education. Specific experience participating in IEP teams or related management responsibility preferred.
  • Knowledge of federal, state and local mandates as related to the IEP team process.
  • Knowledge of curriculum and instructional strategies.
  • Ability to identify and apply definitions to disabilities.
  • Effective verbal and written communication skills.
