Contracts and Grants Accounting (CGA) has campus wide responsibility for the administration of all contract and grant funding received by UC Davis - which in fiscal year 2015 totaled approximately $ 670 million in income via governmental and private contracts and grants. CGA is responsible for supporting the Davis campus with the initial fund set up, preparing regular financial reports, ongoing analysis and reconciliation, policy interpretation, collections of reimbursable expenditures through billing and cash draw down, and contract and grant closeouts. CGA manages and coordinates A- 133 audit of contracts and grants, and cooperates in other campus wide audits performed by Federal and other external auditors and participates in the preparation of responses to audit findings and corrective actions necessary to resolve audit issues. CGA has campus wide responsibility for providing systems, policies, procedures, and training to facilitate the management of approximately 3,400 contracts and grants across campus. CGA also provides education and outreach to the campus and is deemed to be the campus expert in the area of post award management. Under the supervision of a Team Supervisor, this position involves analyzing, monitoring, preparing and reconciling financial information to provide financial and statistical data for the control of contract and grant operations. This position also involves the preparation of financial reports to meet internal and external requirements.

JOB SUMMARY

Professional who has a general understanding of contract and grant administration theory and puts it into practice, performs a full range of responsibilities within the functions of contract and grant administration under the supervision of a team supervisor; possesses knowledge of accounting, analyzes problems and identifies and implements solutions. Uses accounting and financial concepts with an understanding of accounting practices and campus policies and procedures to complete assignments requiring analysis of data and review of a variety of factors and documents. Exercises judgment in a timely manner to identify appropriate action, which will be discussed with the supervisor. Has internal contact on regular basis and external contact on a limited basis. Under the direction of a supervisor, responsible for the fiscal control, accounting and reporting of moderate level contracts and grants awarded in support of UC Davis research, training and public service programs. Attend training workshops for present and future career development. Participate in staff meetings. Work on special projects that are relevant to contracts and grants management. Supervisor will assign other activities to provide exposure to more difficult contracts and grants.

Required:

  • Bachelor's degree in business, accounting, finance or a related field, or equivalent combination of education and experience.3-4 years of experience in a business or finance position (including financial research administration).
  • Experience applying general financial administration principles and accounting principles, as they relate to contract and grant administration.
  • Experience with spreadsheet software in financial analysis, fiscal management and financial reports, email, word processing and other common business applications.
  • Experience performing moderate level financial analysis and customized reporting.
  • Verbal and written communication skills to effectively communicate, both in person and in writing.
  • Organizational skills to determine workload priorities and set timetables to meet deadlines, goals and objectives.
  • Demonstrated ability to thrive in a busy, high-volume, and deadline-driven work environment that requires coordination of multiple activities
  • Basic knowledge of pertinent sponsor regulations including OMB Guidance, the NSF and NIH/PHS Grants Policy Statements, Federal Acquisition Regulation, application of indirect cost rates, and other general concepts in research administration.

Preferred:

  • 3-5 years of experience performing financial analysis in an accounting environment.
  • Experience with enterprise-level financial systems CFRA (Certified Financial Research Administrator) or equivalent.
  • Knowledge of Generally Accepted Accounting Principles, fiscal and reporting principles.
  • Knowledge of UC policies and procedures. Experience in the management of grants and contracts and ability to interpret and apply relevant policies (specifically UC policies).
  • Demonstrated competence in the use of spreadsheet functions and pivot tables.
  • Skill to manage significant volume of transactions and diverse goals.
