The Department of Parks, Recreation & Tourism (DPRT) is seeking a talented, highly qualified, and energetic individual interested in the areas of land acquisition and planning to assist the Planning & Capital Projects Team with land acquisitions, easement dedication and acquisition, trail planning, site plan reviews, and similar tasks. This position will serve under the Principal Planner and assist the Department with expanding and planning the County's parks and trail networks.

This position is new to the Department, and we are seeking a team-oriented individual who will be able to collaborate with citizen groups, project stakeholders, senior staff, and other departments and manage a vast and varied workload involving site plan review, deed and easement review, site analysis, trail planning, and land record research. ABOUT THIS ROLE:
The position serves as a Land Acquisition Planner. Tasks will include reviewing deeds and plats, facilitating review of land acquisition documents, writing staff reports and resolutions, and creating pertinent databases/records management systems. Familiarity with land development processes and terminology associated with land acquisitions and easements is highly preferred. Ability to plan and facilitate the acquisition of easements for parks and recreation purposes is a plus, including familiarity with trail planning and site analysis related to trail planning. This position will be responsible for coordinating with staff in the County Attorney's Office and Development Services Department. This position also interacts and works with surveyors, consultants, land developers/contractors, lawyers, and other internal governmental agencies as they relate to a project. The ability to read land development plans and legal documents pertaining to acquisitions, dedications, easements, etc., including a familiarity with related terminology, is a must. An ability to clearly communicate project needs and objectives with project stakeholders and senior staff, is also required. This position will conduct land record searches and site visits and maintain related databases/record management systems. This position will also be required to serve as the staff liaison to citizen committees/councils dedicated to parks, recreation, and trail planning.
This is considered an entry level position and while we do not expect the ideal applicant to fully know all aspects of this position upon hiring, we do expect the ideal candidate to be motivated to learn, follow instructions, clearly express ideas/concerns, and be a problem solver. The most suitable candidate will also have a background and interest in some facet of land acquisition, development, or park planning, and be able to engage with members of the Planning & Capital Projects Team and the public.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS



  • Must have a minimum of 1+ years of professional experience in a field involving land development/planning, land acquisitions, easements, real estate, surveying
  • Minimum education requirement- High School Diploma/GED


PREFERENCES: the successful candidate should...


  • Be able to multi-task and identify the sequential order of steps needed to complete projects within identified timelines.
  • Be experienced in land acquisition, land development, and processes pertaining to recording documents pertaining to land acquisitions and easements.
  • Be familiar with park and trail planning, including site planning and land use assessments in the field.
  • Have a Bachelor's Degree in planning, or equivalent experience in a related field such as real estate, surveying, project management, and/or other land development field.
  • Have 2+ years of work experience reviewing and/or drafting deeds and plats as they pertain to land development, acquisitions, easements, boundary line adjustments, etc.
  • Be familiar with land record search methodologies.
  • Be able to clearly communicate in writing, particularly for the development of staff reports, resolutions, presentations, etc.
  • Be a motivated individual who is willing to learn and take on new challenges
  • Have strong time management and problem-solving skills, along with the ability to work both independently and in a team environment.
  • Possess understanding of land records research and land development processes, including trail planning and easements.
  • Have the ability to communicate effectively with citizens/citizen groups, project stakeholders, senior staff, and other County employees.

SCHEDULE REQUIREMENTS :
Typical Work Hours are Monday - Friday, generally between 8:30 am and 5:00 pm. Some evening hours will be required. Work hours may be flexible and occasional telework is available, as approved by the Division Director.

SPECIAL REQUIREMENTS:
Must possess a valid driver's license.
